Abstract

This expository study will focus on the development of a Policies and Procedures Manual for Collegiate Financial Aid.

Collegiate financial aid is a complex, ever-changing field. As such, there is a pressing need for financial aid offices to develop, and adhere to, a set of financial aid policies and procedures which can be uniformly applied and consistently referred to by all staff members.

The total dollars involved in the financial aid process can be staggering: each year billions of dollars are awarded to students in the form of federal, state, and institutional scholarships, grants, and loans. It is no wonder then, that a Policies and Procedures Manual is a necessity in creating a framework that will govern how a financial aid office will handle the inflow and outflow of millions of dollars in financial aid, mounds of supporting paperwork, and concerned students and parents seeking funding for higher education.

The purpose of this study is to explore the processes necessary to create a Policies and Procedures Manual for Collegiate Financial Aid that will allow financial aid personnel to develop not only the procedures necessary to facilitate student aid processing, but the policies that will guide financial aid activity.

This project took the broad field of financial aid and divided all topics discussed into eighteen specific sections to be included in a Policies and Procedures Manual for Collegiate Financial Aid. Each section was then thoroughly researched, and significant discussion of federal, state, and any institutional requirements was presented. All issues were explored, and a variety of processes discussed. This project thus provides a comprehensive guide to the development of a Policies and Procedures Manual for Collegiate Financial Aid.

The result of this project was the development and preparation of a Collegiate Financial Aid Policies and Procedures Manual for Lindenwood College.
