Abstract

This report examines the transportation challenges faced by older adults in Missouri, with a particular focus on the St. Louis metropolitan region. As the state’s population continues to age, mobility for seniors has emerged as a pressing issue, affecting access to healthcare, social participation, and overall quality of life. The study reviews existing transportation options, including fixed-route public transit, paratransit services, and nonprofit mobility programs, highlighting their limitations in addressing the needs of older riders. Key concerns include service availability in suburban and rural areas, long wait times, eligibility restrictions, and funding constraints that limit expansion and innovation.

The analysis further explores demographic shifts, noting the projected growth in Missouri’s older adult population, which underscores the urgency of policy action. Case studies from St. Louis demonstrate both the strengths and weaknesses of current programs: while some nonprofit and community-driven services provide flexible mobility options, gaps remain for those with limited income, disabilities, or who live outside central urban areas.

Policy discussions within the report emphasize the importance of coordinated efforts among state agencies, local governments, and community organizations. Recommendations include expanding funding for paratransit, integrating technology to improve ride scheduling, fostering regional collaboration, and supporting volunteer driver programs. The report concludes that ensuring reliable, affordable, and accessible transportation for older adults is not only a matter of social equity but also a prerequisite for maintaining public health and independence as Missouri’s population ages.

By framing transportation as a critical component of aging policy, the study calls for proactive planning and investment to create a mobility system that better serves older residents today and into the future.
