Abstract
This report examines strategies for improving recruitment and enrollment in Head Start programs serving low-income families in St. Louis. Head Start is a federally funded initiative designed to provide early childhood education, health services, and family support to children from disadvantaged backgrounds. Despite the program’s benefits, many eligible families remain unenrolled, highlighting a persistent gap between available resources and community participation.
The study identifies multiple barriers to enrollment, including limited awareness of Head Start, transportation difficulties, and misconceptions about eligibility. Families often perceive Head Start as a program for others rather than as an opportunity for their own children, while some caregivers remain unaware of the full range of services offered. Additionally, logistical challenges such as work schedules, language differences, and navigating application requirements hinder participation.
To address these barriers, the report outlines recruitment strategies focused on strengthening community partnerships, improving outreach, and tailoring communication to family needs. Recommendations include increasing visibility through churches, community centers, and local businesses; developing bilingual materials and targeted messaging; and leveraging trusted community leaders to build credibility. The report also emphasizes the importance of reducing logistical obstacles, such as simplifying application forms and offering transportation assistance.
Beyond recruitment, the document stresses the broader significance of Head Start participation in promoting school readiness, enhancing family stability, and improving long-term educational outcomes.
