Abstract
This thesis will focus on tenant participation in the development of tenant management in St. Louis Missouri's public housing., why the home ownership program occurred, the federal government's plans to utilize tenant management corporations in public housing, to manage and covert to a home ownership program; and how tenant participation in managing public housing has improved the living conditions and the quality of their lives. Without tenant participation in managing and organizing a home ownership program there is little or no chance of the program being successful. Tenant's participation in management is the key ingredient to the successful turn around of the poor living conditions in many multifamily public housing complexes.
Carr Square Village, a public housing development in St. Louis has applied to the office of Housing and Urban Development (HUD) in Washington, D.C., -for home ownership.
Mr. Kenneth Lange, Manager of the St. Louis Office of HUD asked local business leaders to assist Carr Square Village in developing sound business practices towards home ownership.
Lange indicated that Carr Square Village was possibly the first public housing development to receive the aid of a business advisory board. Therefore, tenant management in St. Louis has an opportunity to become a model for public housing towards home ownership.
In a personal conference with Mr. John McClure, Housing Management Specialist at HUD, he indicated that Carr Square Village is seeking to convert its complex to a cooperative. In hopes of aiding Carr Square and other public housing complexes the manual was developed to assist tenant managers in organizing tenants into a sound tenant managed cooperative home ownership program.
Thus, the focus of the manual is to provide information as a guide in organizing a tenant managed cooperative home ownership program with tenant participation. Tenant participation is necessary for the continuing success of tenant management. To further improve the success of the co-op plan, a proposed neighborhood beautification program for home owners was provided. This is an effort to protect a home owners investment. The neighborhood beautification program was viewed as having merit but several areas may need a different funding source.
